The scope of the IEEE Transactions on Cybernetics includes computational approaches to the field of cybernetics. Specifically, the transactions welcomes papers on communication and control across machines or between machines, humans, and organizations. The scope of Part B includes such areas as computational intelligence, computer vision, neural networks, genetic algorithms, machine learning, fuzzy systems, cognitive systems, decision making, and robotics, to the extent that they contribute to the theme of cybernetics or demonstrate an application of cybernetics principles.
Membership in IEEE's technical societies provides access to top quality publications such as this one either as a member benefit or via discounted subscriptions. All members of the IEEE Systems, Man, and Cybernetics Society have electronic access to this publication through their membership. They are also reserved the lowest subscription prices for the print version. All media versions are available to those with no membership ties to IEEE or its societies, and anyone with memberships can simply add IEEE Systems, Man, and Cybernetics Society, if electronic access is desired.
